Plus que d'un projet politique construit, les relations euro-asiatiques sont nées d'une intuition – l'Asie devient le « centre » du monde – et d'un espoir secret de rééquilibrer la puissance américaine dans la région. Dans une recherche aussi bien partagée le long des rives du Pacifique que sur les côtes de l'Atlantique, de construire un monde tripolaire, l'ASEM (Rencontre Asie-Europe) apparaît comme un instrument nécessaire... mais insuffisant. Cinq ans après sa création, en 1996, l'ASEM n'en demeure pas moins l'archétype d'un nouveau mode de coopération, susceptible de valoriser les stratégies médianes de l'Union européenne face aux tentatives des États-Unis d'instrumentaliser les États asiatiques. Five years of political relations between Europe and Asia
Relations between Europe and Asia are not based on a set political plan but rather on the intuition that Asia is becoming the « centre of the world » and on the secret hope that the American presence in the area could be rebalanced. In the perspective of building a tripolar world, spaced out between the Pacific and the Atlantic coasts, the ASEM (Meeting of Asia and Europe) stands out as a necessary but insufficient tool. Five years after it was created in 1996, the ASEM still appears as the archetype of a new type of cooperation which could valorise the European Union strategies in the face of the United States attempts to utilize the Asian countries.
