Le Tribunal Spécial pour le Liban (TSL), installé à La Haye est la seule juridiction pénale internationale dédiée au terrorisme, fortement voulue par l'ONU, en accord avec le Liban, à la suite de l'attentat commis le 14 février 2005 contre Rafic Hariri. Conçue au départ pour être un mixte de Common Law et de civil Law -- existence d'un juge de la mise en état, possibilités d'interrogatoire pour les juges pendant le procès, participation contrôlée des victimes à la procédure - le TSL a finalement fonctionné presque exclusivement en Common Law. Ce choix procédural a conduit à la tenue d'un procès extrêmement technique et long. Le verdict (été 2020, une condamnation, trois acquittements) a été lu à l'aune de la durée des enquêtes et du procès lui-même (plus de 15 ans) ainsi qu'à son coût élevé - « le procès à un milliard de dollars » - et reçu dans une certaine lassitude. The Special Tribunal for Lebanon (STL) set up in The Hague is the only international criminal court dedicated to terrorism, strongly advocated for by the UN, in agreement with Lebanon, following the killing of Rafic Hariri on 14 February 2005. Initially intended to blend the Common Law and Civil Law systems - existence of a pre-trial judge, the possibility for the judges to intervene in the trial with direct questioning, controlled victim participation in the proceedings - in the end the STL operated almost exclusively under Common Law. This procedural choice led to the holding of an extremely technical and lengthy trial. The verdict (summer 2020, one guilty verdict, three acquittals) was read in the light of the length of the investigation and the trial itself (over 15 years) as well as its high cost - "the billion dollar trial" - and received with a certain amount of lassitude.
