Depuis le Rapport Felwine Sarr, les frictions autour du patrimoine africain ont pris une ampleur considérable et se sont inscrits parmi les enjeux capables d'influencer les rapports entre les acteurs, de l'espace francophone d'une part, et, de l'espace francophone et d'autres espaces linguistiques d'autre part. Ce patrimoine favorise tantôt l'intégration entre États francophones face aux velléités hégémoniques du système international, tantôt l'instauration des clivages entre acteurs de cet espace. Son identité géopolitique englobe les stratégies de domination culturelle et les dynamiques de déconstruction, d'émancipation et de réinvention des acteurs de l'espace dominé. Face à cette crise, va se développer une « nouvelle éthique relationnelle » entre les espaces et les cultures ayant en commun un intérêt francophone. Elle demeure perfectible cependant. Since the Felwine Sarr report, frictions around African cultural patrimony have grown considerably and have risen as one of the issues impacting the relationships between actors of the French-speaking space. It also had an impact between actors of the Francophonie and other linguistic spaces. This African cultural patrimony is referring to either as factor of Francophone states integration against hegemonic inclinations of the international system or, the source of cleavages between actors among Francophone space. Its geopolitical identity encompasses strategies of cultural domination and the dynamics of deconstruction, emancipation, and reinvention of the actors of the dominated space. In the face of this crisis, a wind of diplomatic opportunity has arisen under a “new relational ethic” between spaces and cultures which have in common an interest in speaking French.
