Urbanization in Latin America is characterized by severe territorial inequalities, which were accentuated by the current pandemic. In this context, the exceptionality and urgency of the measures taken by municipalities and national governments stand out, contrasting with the level of acceptance of these measures. A double exceptionality translated from and to the urban space becomes evident; namely, the pandemic evidenced the outbreak of enclaves or islands, spaces beyond the urban space, heterotopias inaugurated by the pandemic, from the case study of the main capitals of the region.
