Le phénomène d'institutionnalisation par l'État et d'imposition d'une logique marchande est très souvent constaté dans le champ de l'économie sociale et solidaire (ESS) mais son analyse se limite souvent à des approches en termes d'isomorphisme. Nous proposons dans cet article un modèle d'analyse du phénomène d'institutionnalisation d'une politique publique participative de l'ESS en éclairant l'évolution de la configuration des logiques institutionnelles qui contribuent à la façonner. Nous nous appuyons sur une étude de cas menée sur la politique Pôle Territorial de Coopération Économique (PTCE). Notre analyse éclaire le processus d'évolution des logiques institutionnelles à l'œuvre qui voit s'effacer la logique institutionnelle fondatrice du dispositif au profit d'une nouvelle logique institutionnelle que nous qualifions d'«importée ». Sur la base d'un travail de codage de type GIOA, nous proposons un modèle explicatif de ce processus d'évolution autour de deux dimensions centrales : l'incompatibilité des logiques institutionnelles en présence et l'hégémonie du référentiel marchand. The phenomenon of institutionalization by the State and the imposition of a market logic is very often observed in the field of the social and solidarity economy (SSE), but its analysis is often limited to approaches in terms of isomorphism. In this article, we propose a model for analyzing the phenomenon of institutionalization of a participatory SSE public policy by shedding light on the evolution of the configuration of the institutional logics that help to shape it. We rely on a case study carried out on the Territorial Pole for Economic Cooperation (PTCE) policy. Our analysis sheds light on the process of evolution of institutional logics at work, which sees the institutional logic on which the system was founded is erased in favor of a new institutional logic that we qualify as “imported”. On the basis of a GIOA-type coding work, we propose an explanatory model of this process of evolution around two central dimensions : the incompatibility of the institutional logics in presence and the hegemony of the market repository. Our results contribute both to questioning the Public Value Approach and to enriching the corpus of the Institutional Logics approach by proposing a theorization of the institutionalization process. © 2022 IDMP/Lavoisier SAS.
