Cet article cherche à identifier, dans les pratiques de l'organisation Al-Bawsala (la boussole), ce qui relève de l'importation du modèle voyageur des Parliamentary Monitoring Organization (PMO), et de l'effervescence pluraliste propre au contexte postrévolutionnaire tunisien, pour étudier l'imbrication de ces deux dynamiques. En analysant conjointement la construction de ce modèle voyageur et la mise en place de l'ONG, on montre que les militants d'Al-Bawsala se sont faits les importateurs du cadre et de la problématisation en termes d'« accountability » sur lesquels les professionnels de la « bonne gouvernance » ont construit ce modèle, tout en l'incarnant par de nouvelles pratiques politiques répondant aux spécificités du contexte tunisien. This article examines the practices of the Al-Bawsala (the Compass) organization to identify those related to the importation of the Parliamentary Monitoring Organization (PMO) travelling model, and to the pluralistic buoyancy specific to the post- revolutionary Tunisian context, in order to study how these two dynamics are interwoven. By jointly analyzing the construction of this travelling model and the establishment of the NGO, we show that Al-Bawsala activists were those who imported this framework and problematized the situation in terms of “accountability,” a notion around which “good governance” professionals had built this model, while they implemented it through new political practices in tune with the specificities of the Tunisian context. The article thus calls for going beyond the existing dichotomy between the construction of travelling models and the process through which they are transferred.
