Résumé Les dispositifs participatifs qui se multiplient aujourd'hui sont ambigus, entre outils de gouvernement et espaces de contestation citoyenne. Tenant compte de cette ambiguïté, cet article examine un récent dispositif participatif belge afin d'enrichir l'étude des techniques de pouvoir dont fait usage un nouvel art de gouverner par la participation citoyenne. Ce faisant, l'article s'attache à décrire en profondeur un élément clé de cet art de gouverner : l'entretien plus ou moins conscient d'un rapport problématique à la conflictualité, couplant la reconnaissance explicite de son existence et le refoulement pratique des conflits – rapport prenant racine dans un flou entourant le but des délibérations.

Résumé anglais Today, the rapidly spreading deliberative processes are of an ambiguous nature, given their twofold status as governmental tools and citizen-led oppositional spaces. Taking this ambiguity into account, this article examines a recent Belgian deliberative process in order to enrich the study of the technologies of power used by a new art of governing through citizen participation. In doing so, it provides a thorough description of a key feature of this art of governing: the existence of a problematic, and more or less conscious, relationship to conflict, combining its explicit acknowledgment and its practical repression—a relationship rooted in a normative blurriness surrounding the aims of deliberations.
