Deux exercices de terrain d'un élu local fortement impliqué dans l'élaboration et la conduite des opérations d'aménagement à Argenteuil (Val d'Oise) : l'élaboration du premier Plan d'Occupation des Sols (POS) en 1974 et l'insertion en coeur de ville d'un centre commercial moderne en 1990 : réflexion sur la transformation du tissu urbain, qui est toujours un traumatisme pour une partie de la population et sur l'évolution nécessaire de la concertation ; inquiétude, aussi, face à la tendance à tout attendre des décideurs élus, quitte à mal les élire avec des scores de participation trop faibles. Experiences of a territorial developer – This text describes two examples of field actions of a local elected representative who is very much involved in the development and management of urban planning in Argenteuil (Val d'' Oise), near Paris : development and implementation of the first land use plan in 1974 (POS) and integration of a modern shopping center in the heart of the city center in 1990 ; it is also a reflection on the transformation of the urban fabric, which is always a trauma for a part of the population. It also deals with the need to develop dialogue for this kind of project. The trend to expect everything from elected decision-makers is far from being abandoned.
