L'Europe est confrontée au défi de la mondialisation de manière d'autant plus vive qu'elle est historiquement à l'origine d'un système international contraire dans sa nature et dans ses normes. Le processus de construction européenne apparaît comme un effort de protection contre les effets jugés périlleux de la mondialisation au lieu de s'imposer comme une adaptation à ce contexte nouveau. Since, in historical terms, Europe was the origin of an international system that was contrary to the nature and norms of globalization, it finds itself confronting the challenge of globalization in an especially acute way. The process of building Europe appears as an attempt to provide protection from the effects of globalization that are thought to be dangerous, instead of as adapting to this new situation. This is why the nature of European participation in this historically unprecedented process is both uncertain in nature and is likely to result in tensions and blockages.
