| Résumé |
Le concept « une seule santé » introduit récemment dans différents plans et programmes d'action sur le plan international, européen et national est considéré comme la reconnaissance de l'interconnexion complexe entre santé humaine, santé animale et végétale et donc de toutes les interdépendances entre les êtres vivants en lien avec le bon état de chacun. Il apparaît comme porteur de l'approche la plus consensuelle, si ce n'est la plus complète et la plus adaptée, pour faire face à tous les risques sanitaires en lien avec l'effondrement de la biodiversité et la perturbation du système climatique. Compte tenu de son approche globale et intégrée avec une ambition de transformation des politiques publiques, le constat a été fait de l'intérêt de son intégration dans le système juridique français. La SFDE, en lien avec l'Alliance Santé Biodiversité regroupant huit structures à but non lucratif en France, ayant piloté un travail de prospective juridique a conclu à la nécessité d'adopter un texte de niveau législatif et a ensuite préparé un projet susceptible de répondre aux différents enjeux. The "One Health" concept recently introduced in various international, European and national action plans and programs is considered to be the recognition of the complex interconnection between human, animal and plant health and therefore of all the interdependencies between living beings in relation to the good condition of each. It appears to be the most consensual, if not the most complete and appropriate, approach to dealing with all the health risks associated with the collapse of biodiversity and the disruption of the climate system. Given its global and integrated approach with the ambition of transforming public policies, it has been noted that it would be useful to integrate it into the French legal system. The SFDE, in conjunction with the Alliance Santé Biodiversité, which brings together eight non-profit organisations in France, having conducted a legal foresight study, concluded that it was necessary to adopt a legislative text and then prepared a draft that could respond to the various issues.
