Pour gérer la crise des réfugié·es, l'État français a sous-traité l'accompagnement des demandeurs et demandeuses d'asile et des réfugié·es à des associations. La sous-traitance soumet ces associations à des objectifs d'efficacité et d'austérité, contraignant le travail de leurs salarié·es et mettant à mal l'idéal d'un travail social humain et relationnel. Cet article analyse les pratiques d'accompagnement des salarié·es de ces associations dans des centres d'hébergement et des programmes de réinstallation. Fortement contraint·es dans leur capacité à humaniser les opérations de l'État, ces salarié·es entreprennent un travail social « réaliste ». Ils et elles façonnent le « rapport ordinaire » (Spire, 2016) des demandeurs et demandeuses d'asile et des réfugié·es à l'État en les socialisant à une forme de résignation face à des services publics dégradés. To manage the “refugee crisis,” the French state outsourced the support
of asylum seekers and refugees to French not-for-profit organizations.
Outsourcing subjects these organizations to efficiency
and austerity objectives, constraining the work of their employees
and undermining the ideal of human and relational social work. This
article analyzes the social work practices developed by not-forprofit
employees in emergency shelters and resettlement programs.
Severely limited in their ability to humanize state operations, these
employees undertake “realistic” social work. They shape the “ordinary
relationship” (Spire, 2016) that asylum seekers and refugees
have with the state by socializing them to a form of resignation in the
