Si l'Iran s'était opposé au premier émirat afghan, le pragmatisme politico-diplomatique règne depuis le retour des talibans à l'été 2021. Bien qu'une guerre interétatique semble peu probable en l'absence d'intérêt pour les deux États, la montée des tensions traduit le caractère critique, désormais, de la ressource naturelle qu'est l'eau. Au-delà de la querelle sur la rivière Hirmand, la matérialisation des conflits hydriques pourrait, plus généralement, constituer une nouvelle donne conflictuelle au Moyen-Orient. Although Iran was opposed to the first Islamic Emirate of Afghanistan, politico-diplomatic pragmatism has dominated since the return of the Taliban in summer 2021. Although an international war seems unlikely given that it is not in the interests of either state, the increase in tensions shows the critical significance water now has as a natural resource.
