Dans le contexte québécois, bien que le Bureau d'audiences publiques en environnement (Bape) jouisse d'une bonne crédibilité en tant qu'institution de participation citoyenne (Gauthier & Simard, 2011), son efficacité fait curieusement défaut dans le cas de l'industrie minière où, malgré certains cas de forte opposition citoyenne, aucun projet d'exploitation n'a été refusé par le gouvernement (Deneault & Sacher, 2012). Cet article pose un regard critique sur les conditions de la participation citoyenne en regard de l'examen de projets miniers au Québec, particulièrement en région éloignée en analysant la mobilisation citoyenne découlant de l'annonce en 2017 du projet Authier Lithium de la minière Sayona Québec Inc. In the Quebec context, although the Bureau d'audiences publiques en environnement (Bape) is considered credible as an institution of citizen participation (Gauthier & Simard, 2011), its effectiveness is remarkably lacking in the case of the mining industry where, despite certain cases of strong citizen opposition, no mining project has been refused by the government (Deneault & Sacher, 2012). This article takes a critical look at the conditions of citizen participation regarding the examination of mining projects in Quebec, particularly in remote regions, by analyzing the citizen mobilization resulting from the announcement in 2017 of the Authier Lithium project of the mining company Sayona Quebec Inc.
