The Creation of a Body of Government Administrators
Enrique Groisman
The creation of a body of government administrators in Argentina serves a double purpose : on the one hand, to set up a selection and training System for senior civil servants and, on the other, generally to bring about a gradual transformation of the principles and operating conditions governing the Civil Service. The object is to create a pool of highly trained and politically heterogeneous officials which successive governments elected to power under the democratic process can draw on.
