Cet article retrace les grandes étapes de l'histoire du téléphone en Allemagne : son introduction au sein du système télégraphique des Postes et Télégraphes impériaux, en 1877, puis l'apparition des premiers réseaux d'abonnés et la confirmation du monopole d'Etat sur la téléphonie ; la modernisation du système et l'autonomisation financière de l'administration des PTT après la Première Guerre mondiale ; le développement des télécommunications et leur mise sous tutelle politique exclusive par les nazis à des fins militaires et de police intérieure ; la reconstitution du réseau téléphonique après les destructions liées à la Seconde Guerre mondiale, enfin, et sa rapide transformation en système de masse. L'auteur en tire diverses conclusions sur le développement des grands systèmes techniques en insistant notamment sur le poids des acteurs politiques, sur l'influence des décisions initiales, sur l'évolution à long terme du système, et sur l'importance de l'analyse de ses propriétés géographiques. This article retraces the main stages in the history of the telephone in Germany: its introduction into the Imperial Post and Telegraph system in 1877 followed by the advent of subscriber networks and the confirmation of State monopoly on telephony; the modernization of the system and financial autonomy of the PTT administration after WWI; the development of telecommunications and their being placed under exclusive political and police control by the Nazis for military purposes; the reconstitution of the telephone network after the destruction of WWII, and, finally, its rapid transformation into a mass system. The author reaches several conclusions on the development of large technological systems and emphasizes the weight of political actors, the influence of initial decisions on the long-term development of a system, and the importance of an analysis of its geographical characteristics.
