Tarja Halonen, du parti social-démocrate, devint la première présidente de la République de Finlande en 2000. Elle naquit en 1943 dans le quartier populaire de Kallio, et doit à sa persévérance et son entêtement une partie de son succès. L'évolution de l'économie, de la société et de la sphère politique finlandaise constituent l'autre partie de l'explication. L'édification de l'État providence offrit aux femmes la possibilité de participer au gouvernement du pays. La fin de la guerre froide transforma totalement la politique étrangère finlandaise. À partir de la fin des années 1980, la Finlande a cherché à améliorer sa sécurité par la coopération internationale et la promotion de la démocratie. La carrière de Tarja Halonen illustre le concept finlandais de citoyenneté féminine, qui donne aux femmes un rôle relativement important dans certains domaines de la politique, comme ceux de la santé et des questions sociales. Tarja Halonen of the Social democratic party became the first female president of Finland in 2000. She was born in 1943 in Helsinki, in the working class neighborhood of Kallio. Her stubborn and persistent personality definitely goes a long way explaining her success. On the other hand, the transformation of the Finnish economy, society and politics forms the other half of the answer. The building of the welfare state offered women a credible role in participating in the government of the country. The end of the cold war totally transformed the Finnish foreign policy. Since the late 1980s Finland has aimed at improving national security by international cooperation and promoting democratization. The career of Tarja Halonen epitomizes female citizenship which has traditionally given women relatively important role in matters of “soft” politics such as health welfare services.
