L'Île-de-France a connu dans les années 2010 trois conflits majeurs autour de grands projets d'aménagement, avec des issues très différentes. La SNCF projetait de réaménager profondément la gare du Nord, afin d'accueillir un trafic en forte croissance, au prix de la construction de plus de 40 000 m2 de commerces et de bureaux. Le projet a suscité une fronde des associations de quartier et des grands noms de l'architecture. La Ville de Paris, d'abord favorable, a fini par retirer son soutien. Mais c'est la dérive des coûts du projet et les retards accumulés par le groupe Ceetrus, qui ont eu finalement raison du projet. Au nord de Paris, le projet EuropaCity, du même groupe, n'a pas résisté à la contestation d'une partie des élus locaux et des écologistes refusant l'artificialisation de terres agricoles et qui avaient réussi à en faire le symbole d'un urbanisme dépassé, et a perdu le soutien du gouvernement, soucieux de « verdir » son image. In the 2010s, the Paris region experienced three major conflicts surrounding major development projects, with very different outcomes. The SNCF was planning a major redevelopment of the Gare du Nord train station, to accommodate rapidly growing traffic, at the cost of building over 40,000 m2 of retail and office space. The project sparked an outcry from neighborhood associations and leading architects. The Paris city council, initially in favor, eventually withdrew its support. But it was the project's runaway costs and the delays accumulated by the Ceetrus group that finally got the better of the project. North of Paris, the EuropaCity project, by the same group, failed to withstand the opposition of some local elected representatives and environmentalists who refused to allow the artificialization of farmland and who had succeeded in making it a symbol of outdated urban planning, and lost the support of the government, anxious to put an environment-friendly shine on its image. South of Paris, on the other hand, development of the Paris-Saclay science cluster was able to proceed, despite opposition from the same environmentalists. Source : Éditeur (via Cairn.info) |
