Cet article examine les défis du management public confronté aux problèmes complexes et pernicieux inhérents aux transitions sociétales. Mal définis, mal posés ou flous, ces problèmes constituent des difficultés croissantes et structurelles dans l'élaboration et le déploiement des politiques publiques. En nous inspirant notamment de la pensée d'Edgar Morin, nous proposons une approche basée sur la complexité générale et sur la nécessité de combiner continuité temporelle et transdisciplinarité. Cette problématisation soulève alors la question suivante : le management public doit-il se réinventer pour mieux répondre à ces enjeux ? Cette recherche conceptuelle, à la lumière du paradigme existant du NPM et Post NPM, ouvre la voie à une gouvernance hypermoderne plutôt que post-moderne, qui soit en mesure de concevoir une prise de décision du responsable public apte à intégrer les enjeux de cette complexité. This article examines the challenges faced by public management in addressing the complex and wicked problems inherent in societal transitions. Ill-defined and ill-posed, these problems constitute growing and structural difficulties in the development and implementation of public policies. Drawing on the thinking of Edgar Morin, we propose an approach grounded in general complexity and the need to combine continuous time and transdisciplinarity. This line of inquiry raises the following question: Should public management reinvent itself to better respond to these challenges? This conceptual research, drawing on current NPM and post-NPM paradigms, paves the way for a hypermodern—rather than post-modern—form of governance, one that enables public decision-makers to integrate the challenges of complexity into their decision-making processes.
