Résumé Un projet d'aide au développement se justifie d'emblée par la ressource des uns apportée aux besoins des autres. Selon cette logique, les bénéficiaires sont reconnus comme les membres solidaires d'une même communauté de besoins, de telle sorte que la mission d'aide au développement se définit comme une réponse à la demande d'un groupe social homogène. Tout se passe comme si l'amélioration des conditions de vie contribuait au développement des mondes sociaux. Pourtant, bon nombre des équipements tombent en panne car l'expression des besoins ne suffit pas à instituer de nouvelles pratiques. Faut-il encore que le dispositif technique représente une valeur d'échange entre les acteurs, qu'il symbolise une manière de se tenir ensemble. Il convient donc de dépasser ce clivage « Besoins/Ressources » afin d'interroger les formes de légitimation des missions de développement et de mettre en évidence la complexité des rapports Nord-Sud qui se jouent sur le « terrain ».

Résumé anglais The need to help or the desire of the Other A development aid project is justified right from the start by the resources of certain people provided for the needs of others. According to this logic, the beneficiaries are recognized as the interdependent members of one and the same community of needs, in such a way that the development aid mission can be defined as a response to the demand of a homogeneous social group. Actions proceed as if the improvement of living standards contributed to the development of social worlds. However, many of the installations fall into disrepair and break down because the expression of needs is not sufficient for the establishment of new practices. The technical device must indeed represent an exchange value between the different participants and symbolize a means of keeping together. It is therefore desirable to overcome the “Needs/Resources” division in order to examine the forms of legitimization of development missions and bring out the complex nature of the relations between North and South at play in this “field”.
