    L'histoire politique contemporaine de l'espace nommé Golfe a été structurée par trois guerres successives qui ont adopté le nom des eaux disputées séparant l'Iran de l'Arabie saoudite. Les attentats du 11-Septembre ont dans ce cadre modifié le jeu des alliances internationales et créé les conditions d'un rapprochement de l'Iran et des États-Unis, ainsi qu'une dispersion des États du cceag, toujours au détriment de l'Arabie saoudite. Les révolutions arabes n'ont fait qu'approfondir ces lignes de faille alors que les stratégies d'autonomisation des États riverains de l'Arabie saoudite, qui ont établi une concurrence entre le Golfe et la Méditerranée pour le statut de centre des échanges mondiaux, restent fragiles à l'heure où baisse le prix du pétrole.
    The contemporary political history of the geographical space referred to as “the Gulf” has been structured by three successive wars which have taken the name of the disputed waters separating Iran and Saudi Arabia. The September 11 attacks have modified the system of international alliances and created the conditions of a rapprochement between Iran and the United States together with a fragmentation of the States belonging to the Cooperation Council for the Arab States of the Gulf, both at the expense of Saudi Arabia. The Arab Spring has deepened these fault lines while the empowerment strategy of Saudi Arabia's neighbouring states, which have declared a competition between the Gulf and the Mediterranean as the hub of international exchanges, remains fragile at a time when oil prices are declining.

    La capacité d'adaptation et d'inventivité des régimes monarchiques arabes du Golfe, en particulier à travers les outils institutionnels et les arrangements au sein des dynasties, permet très souvent de dépasser les divisions intra-dynastiques, qui, si elles créent souvent tensions et crises, n'ont jamais débouché sur la disparition d'une de ces monarchies. Cependant, compte tenu des effets du Printemps arabe et aujourd'hui de la tendance baissière des prix du pétrole, observateurs et spécialistes se précipitent pour annoncer la fin prochaine de ces régimes. Nous montrons qu'au contraire le caractère résilient de ces derniers permet d'affirmer que, plus les menaces et les tensions s'exacerbent, plus le sentiment de solidarité et le pacte économique et de sécurité qui lient ces six monarchies dynastiques se renforcent.
    The capacity to adapt and the creativity of the Arab monarchies of the Gulf, in particular through the use of institutional tools and arrangements within the dynasties, have often allowed them to overcome inter-dynastic divisions which create tensions and crises but have never led to the disappearance of one of the Royal families. However, given the impact of the Arab Spring and of the declining trend of oil prices, many observers and experts have rushed to announce the coming end of these regimes. This paper demonstrates, to the contrary, that the latter's resilient nature allows us to claim that, as tensions increase, the feeling of solidarity and the economic and security pact that link the six monarchies are being strengthened.

    Le système politique saoudien se fonde sur un partenariat conclu au XVIIIe siècle entre princes et oulémas partisans de l'islam dit wahhabite. De son maintien dépend la légitimité religieuse de la famille régnante. Or, dans la seconde moitié du XXe siècle, des tensions sans précédent se sont fait jour entre princes et oulémas, émanant notamment d'une nouvelle génération de clercs contestataires. Ces tensions fragilisent le pouvoir de la famille régnante, en dépit des efforts de cette dernière pour dépolitiser l'islam saoudien.
    The Saudi political system is based on a partnership established in the 18th century between the princes and the ulemas adhering to so-called “Wahhabi” Islam. The religious legitimacy of the reigning family depends on its preservation. Yet, in the second half of the 20th century, unprecedented tensions appeared between the princes and ulemas, coming from a new generation of oppositional clerics. These tensions have undermined the power of the reigning family, despite their efforts to “depoliticize” Saudi Islam.

    Épicentres de la production d'hydrocarbures, les États du Golfe doivent s'adapter à un paysage énergétique bouleversé par l'arrivée de nouvelles ressources sur le marché et par le retournement historique de la demande dans les pays européens. Consommer moins et développer des énergies alternatives pour réserver les hydrocarbures à l'exportation : le défi est immense pour des pays au sein desquels la paix sociale repose sur une consommation sans limite d'énergies subventionnées. À terme, c'est leur stabilité économique, sociale et politique qui est en jeu, ainsi que leur capacité à rester des acteurs clés du système énergétique mondial.
    As epicentres of the production of hydrocarbon, the Gulf States must adapt to an energy scene upset by the arrival of new resources on the market and by the historic reversal of demand in European countries. Consuming less energy and developing alternative sources in order to reserve hydrocarbon for exports : such is the huge challenge for countries whose social contract is based on unlimited consumption of subsidized energy. In the long term, their economic, social and political stability is at stake, together with their ability to remain key actors of the world energy system.

    Les monarchies pétrolières du Golfe ont réagi aux soulèvements dans la région survenus depuis 2011 en introduisant des mesures de protection sociale et de clientélisme en faveur des populations locales. À l'exception de Bahreïn, ces mesures semblent pour l'instant avoir pacifié les sociétés concernées. En s'appuyant sur l'étude du cas de l'Arabie saoudite, cet article démontre cependant que les mesures clientélistes ont affecté négativement la viabilité fiscale des économies du Golfe et renvoyé ces sociétés à un système de dépendance par rapport à l'État qui représente un handicap politique à long terme.
    The Gulf's oil monarchies have reacted to the regional unrest from 2011 on with extensive welfare and patronage measures for their local populations. With the exception of Bahrain, these seem to have pacified local societies for the time being. As this article will show with a case study of Saudi Arabia, however, the patronage measures have shortened the fiscal sustainability of Gulf economies and have pushed local societies back into a pattern of state dependence that is a long-term political liability.

    Comment comprendre ce changement d'image qui a vu l'ancienne Côte des pirates devenir un des nœuds de la mondialisation des musées, des compétitions sportives et des universités occidentales ? Certes, son pétrole et son gaz l'expliquent, mais ils ne répondent pas à eux seuls à cet étonnant constat. En tentant de déconstruire le discours qui les analyse comme outils d'un soft power, cet article vise à montrer que ces dispositifs d'accession à la visibilité internationale sont d'abord des plateformes légales d'élargissement à l'Occident du cercle des bénéficiaires de la redistribution de la rente pétrolière et gazière et, à ce titre, parties intégrantes d'un hard power.
    How can one understand the re-branding process through which the Pirates Coast has become one of the hubs of the globalization of museums, sports competitions and Western universities ? Oil and gas are part of the answer, but they are not sufficient to explain this surprising state of affairs. By the deconstruction of the discourse that analyses these evolutions as tools of soft power, this article intends to show that these devices aiming to reach international visibility are, first and foremost, legal platforms through which the circle of the beneficiaries of the redistribution of the oil and gas rent can broaden their influence to the Western world. As such, they are integral part of these countries' hard power.

    At the head of extremely rich states with a modern and avant-garde urban development, the Gulf oil monarchies maintain a social organization based on the strictness of Islam and the Bedouin tribal tradition. The link thus established between past and future is presumably intended to demonstrate that progress does not necessarily rest on entrepreneurial individualism and liberal conception of individual liberties.

    Le golfe Persique a été longtemps la chasse gardée du Royaume-Uni et des États-Unis. Dès le début des années 1970, la France réussit à initier et développer dans le Golfe une politique de présence active, multiforme et significative tant dans les domaines politiques que militaires, économiques ou culturels. Cependant, cette région stratégique, riche en hydrocarbures, est le théâtre d'une forte compétition non seulement avec les pays occidentaux mais désormais aussi avec de nouveaux venus, en particulier la Chine et l'Inde. La place privilégiée de la France, notamment en Arabie saoudite, à Abou Dhabi et au Qatar, reste ainsi fragile et contestée.
    For a long time, the Persian Gulf was a sphere of influence for the United Kingdom and the United States. At the beginning of the 1970s, France initiated and developed a policy of active presence in the Gulf. This policy was a real success. France's presence takes many forms and is significant in the political, military, economic or cultural fields. However, this strategic region, very rich in hydrocarbon, is the site of a severe competition not only between Western States but also now with newcomers, in particular emerging countries such as China and India. France's privileged position, notably in Saudi Arabia, Abu Dhabi or Qatar, remains fragile and is increasingly being contested.

    Peut-on constater un intérêt particulier de l'Arabie saoudite ou du Qatar à l'égard des Français musulmans ? Que peut-on dire de l'usage de l'islam dans un éventuel sentiment de proximité entre ces pays et certains citoyens français de confession musulmane ? La visibilité de certains courants tels que le salafisme a, ces dernières années, mis en lumière des liens non plus seulement interétatiques mais intersociaux entre une partie des Français musulmans et certains pays du Golfe. Une analyse détaillée de ce phénomène amène néanmoins à considérer la complexité de ces évolutions.
    Have Saudi Arabia and Qatar expressed a special interest for French Muslims ? What can be said of the use of Islam in fostering a possible proximity between these countries and certain French Muslim citizens ? The visibility of certain currents such as Salafism, in recent years, has highlighted the emergence of connections no longer just between states but also between social groups – a portion of the French Muslims and some countries of the Gulf. However, a precise analysis of this phenomenon leads us to consider the complexity of these evolutions.

    Sultan Sooud al-Qassemi, qui a soutenu les révolutions arabes dont le résultat l'a déçu, constate que les États du Golfe en sont sortis intacts. Ils connaissent aujourd'hui deux menaces : une menace intérieure, celle des Frères musulmans, qu'ils espèrent éliminer ; une menace extérieure, celle de l'Iran, alors même qu'un rapprochement de Téhéran avec Washington est possible. Pour Mahmoud Sariolghalam, le rapprochement entre l'Iran et l'Occident ne pourra cependant être que très progressif et s'opérer à moyen terme. Les liens privilégiés des États-Unis avec les États du Golfe demeureront et l'Iran ne pourra pas redevenir le gendarme du Golfe.
    Sultan Sooud al-Qassemi, who has supported the Arab Spring but has been disappointed by its outcome, find that the Gulf states have been unscathed by the crisis. Today, they are facing two threats : the internal threat of the Muslim Brotherhood, that they hope to eliminate ; the external threat of Iran, as a rapprochement between Tehran and Washington seems possible. According to Mahmoud Sariolghalam, however, the rapprochement between Iran and the West could only be extremely gradual and occur in the medium term. The privileged relations between the United States and the Gulf states will be maintained and Iran will not be able to become once again the policeman of the region.
