    • Les réformes et l'État et la transformation des services publics : des tendances internationales au local, quels effets pour les territoires ? - Julie Chouraqui p. 5-30 accès libre avec résumé avec résumé en anglais
      L'article propose une synthèse des travaux existants sur les réformes de l'État et leurs effets territoriaux, en se concentrant sur la question des services publics. Dans un premier temps, les tendances internationales en matière de réformes de l'État en Europe, en Amérique du Nord et en Australasie sont présentées. Développées dans un contexte de crise économique où le poids et les dépenses des États étaient considérés comme surdimensionnés, les réformes adoptées dans ces différentes régions présentent des points communs. L'influence forte du New Public Management est un élément clé, qui a mis au cœur des programmes de réformes de nouveaux objectifs comme l'optimisation des dépenses ou l'augmentation de la performance dans le secteur public. La seconde partie de l'article est consacrée à l'analyse des effets territoriaux associés à ces réformes, en mettant la France en regard avec d'autres États ayant adopté des réformes similaires. Une évolution dans la répartition des services publics, marquée par un renforcement de leur concentration spatiale, est observée dans plusieurs études. Ce phénomène pénalise particulièrement les espaces ruraux et les petites villes et semble créer ou renforcer des inégalités territoriales. À l'échelle locale, plusieurs études suggèrent que les fermetures de services publics peuvent avoir des conséquences néfastes.
      This article concerns the international trends of public management reforms and focuses on their effects on public services and territories in different countries. It is based on a literature review about the links between reforms, transformation of public services and territories. Public management reforms have been conducted in several countries of Europe, North America and Australasia since the 1960s.The content of these reforms varies amongst countries, but, because they appeared in a specific economic context where State spending was considered as too costly, several similarities appear. The New Public Management (NPM) doctrine has, in particular, widely influenced the content of reforms adopted in these regions. New injunctions like the increase of performance, the reduction of public expenses, or the introduction of market-type mechanisms in States have become more and more important. In France, the reforms adopted since the 1990s have followed these international trends regarding public management reforms. The principles of equity and equality in access to public services seem to enter into an increasingly frontal conflict with economic viability or competitiveness. These tensions have important territorial consequences, that are analysed in the second part of the article : the balanced spatial distribution of public services progressively decreases in favour of a concentration. Rural areas and smaller cities are particularly affected by public service closures, or by changes in the forms of public services (e.g. digitalization). At the local scale, several studies suggest that public service closures could have negative effects on their frequentation, their accessibility, the local economy or on the well-being of inhabitants.
    • La valeur d'existence du monde vivant selon les Inuits du Nunavik et les Occidentaux aux Kerguelen - Fabienne Joliet, Véronique Van Tilbeurgh p. 31-52 accès libre avec résumé avec résumé en anglais
      Dans le contexte actuel de transition socio-écologique internationale, l'objectif de cet article est d'interroger la relation entre les humains et les autres vivants et choses naturelles dans les derniers espaces de vaste naturalité aux pôles. C'est à travers la notion de valeur d'existence que cette relation sera analysée dans ses retranchements chez les Inuits qui habitent le Nunavik en subarctique et les Occidentaux qui veillent sur les Kerguelen en subantarctique. Plus particulièrement, c'est la nature du lien qu'ils entretiennent avec les vivants non-humains et autres choses naturelles, et ses registres de valeurs qui sont étudiées.Ces enquêtes boréales et australes en zone protégée ou bien à ses abords montrent ainsi que ce qui prédomine, c'est le fait qu'il est attribué aux éléments naturels une valeur d'existence en fonction d'un esprit commun spirituel ou bien d'une enveloppe commune charnelle d'« être vivant ». Selon ces principes, les modalités prises par l'attribution de la valeur d'existence changent : les humains se concevant soit, comme une partie d'un ensemble au même titre que les autres vivants et choses naturelles ayant un esprit ou conscience, soit comme maîtres et protecteurs des autres vivants et choses naturelles, en tant qu'ayant une fonction dominante au sein d'« êtres vivants ». Dans cette perspective, le territoire joue un rôle spécifique favorisant l'existence même de cette valeur au-delà de ses fonctions de régulation couramment retenues.
      In the current context of international socio-ecological transition, the aim of this article is to investigate the relationship between humans and other living beings and natural things in the last areas of vast naturalness : the polar zones, northern and southern. It is through the notion of value of existence that this relationship analysed. More particularly, it is the nature of the link between this principle of assigning this value to non-human living and other natural things and the different forms taken by this value that is studied. In this perspective, fieldwork has been conducted in one Subarctic and one Subantarctic area : Nunavik (northern Quebec, Canada) and the Kerguelen Islands (French Southern and Antarctic lands). Our investigations show that what predominates is the fact that natural elements are given a value of existence according to something common to all, either a spiritual feeling or a carnal envelope of "being alive". According to these principles, the ways followed for the attribution of the existence value of change : the humans conceiving themselves either as part of a set in the same way as the other living and natural things having a mind or conscience, or as masters and protectors of other living and natural things, having a dominant function within "living beings". In this perspective, the territory plays a specific role favouring the very existence of this value beyond its current regulatory functions.
    • Du « coup de foudre » à l'investissement : les propriétaires français d'établissements touristiques dans la médina de Fès (Maroc) - Merryl Joly p. 53-77 accès libre avec résumé avec résumé en anglais
      Depuis le début des années 2000, la médina de Fès au Maroc s'inscrit dans les dynamiques urbaines, sociales et économiques des centres historiques marocains sous l'impulsion d'entrepreneurs occidentaux. Séduits par le cadre de vie et la possibilité de vivre « l'ambiance riad », les anciennes demeures des médinas marocaines sont devenues des biens immobiliers prisés. La plupart de ces entrepreneurs ont choisi de les réhabiliter et de les transformer à des fins touristiques ce qui implique la construction d'un ensemble de liens économiques et sociaux plus ou moins formels avec leur nouvel environnement. À partir du cas des propriétaires français d'établissements touristiques dans la médina de Fès, cet article cherche à comprendre comment leur activité économique conduit à créer de nouveaux rapports avec la société locale en jouant sur différents registres (implication, différenciation, distanciation). Il s'agira d'analyser ces rapports au regard des stratégies d'implantation de ces propriétaires et des stratégies de développement touristique qu'ils mettent en place pour pérenniser leur activité économique.
      With the arrival of foreign investors, a certain urban dynamism, along with economic and social developments, has been experienced in Moroccan historic city centres. The medina (old town) of Fez is an example, since the beginning of the 2000s. Charmed by the environment and the ‘Riad lifestyle', most European investors have decided to renovate, rehabilitate and potentially transform old traditional medina houses in view of tailoring them to touristic needs, consequently turning them into rather valuable assets. From these initiatives, numerous types of official or informal economic and social networks have emerged. Working on the specific case of French people investing in tourist facilities in the medina of Fez, this article intends to understand how their economic activity impacts on the local society, focusing on different dimensions (involvement, differentiation, distancing). The Authors analyse hese aspects, considering the owners'establishment and tourism development strategies, set up to ensure a sustainable economic activity.
    • Paradoxes de la restauration d'une rivière asséchée dans le Sud-Ouest étatsunien : le cas de la Santa Cruz - Claire Néel, Anne-Lise Boyer, François-Michel Le Tourneau p. 78-103 accès libre avec résumé avec résumé en anglais
      Cet article s'intéresse aux problématiques socio-écologiques soulevées par différents modes de mise en valeur des cours d'eau et révélées par la rivière Santa Cruz, dans le sud de l'Arizona. Asséchée depuis les années 1940 du fait de la surexploitation de la nappe phréatique, et délaissée par les habitants comme par les autorités locales, elle fait aujourd'hui l'objet de multiples efforts pour tenter de la faire renaître, notamment grâce au rejet d'effluents. À travers cet exemple, il s'agit d'interroger les fonctions et la place accordée à un cours d'eau, dans une région semi-aride fortement urbanisée et soumise à des pressions croissantes sur la ressource en eau. Le regain d'intérêt pour la Santa Cruz s'inscrit dans l'évolution des paradigmes de gestion de l'eau, qui cherchent à intégrer de plus en plus de solutions alternatives pour sécuriser l'approvisionnement. Il démontre aussi une logique de renouvellement de l'image d'oasis pour la ville de Tucson, qui prend un tournant plus durable. Sur le plan environnemental, si l'objectif de restauration écologique est irréalisable, la recréation d'un paysage de rivière est pensée comme un outil de reconnexion par l'expérience des habitants à leur environnement, et de restauration du lien société-nature.
      The focus of this article is on the socio-ecological issues raised by various methods of stream management such as those illustrated by the Santa Cruz River in Southern Arizona. Dried up since the 1940s owing to excessive exploitation of the groundwater table and abandoned by the inhabitants as well as the local authorities, multiple efforts are now being made to revive it, specifically with the release of reclaimed water. Using this example, the goal is to study the uses of and importance given to a waterway in a semi-arid region that is heavily urbanized and is feeling more and more pressure regarding its water resources. Renewed interest in the Santa Cruz River fits in with the changes in paradigms concerning water management that are increasingly seeking alternative solutions for securing water supply. It also shows a mindset of revitalizing Tucson's image as an oasis, and as a more sustainable city. On the environmental front, even if the ecological restoration of the river is impossible to achieve, reviving a river landscape is thought of as a tool that provides the experience that can reconnect the inhabitants to their environment and restores the society-nature relationship.

      Héritiers de la Naturphilosophie allemande, Élisée Reclus (1830-1905) et George Perkins Marsh (1801-1882), qui échangent une correspondance, dénoncent, au milieu du XIXe siècle, les destructions anthropiques de certains milieux. Mais leur conception du rapport nature-société diverge par la suite. Leur correspondance s'arrête. La position du géographe anarchiste Reclus et celle de l'ambassadeur Marsh, whig et calviniste puritain, sont incompatibles. La vision métaphysique de la nature chez Marsh, qui s'affirme dans les éditions successives de son Man and Nature après 1864 ne correspond plus à l'éthique laïque et à l'esthétique pratique de Reclus.Tous les deux et partagent une conception utilitariste de la nature, tant dans l'exploitation de ses ressources que dans le bénéfice de sa contemplation. Mais l'anthropocentrisme de Marsh s'arrête à la supériorité attribuée à Dieu. Dans le cadre d'un anarchisme social désireux que le progrès profite à tous, Reclus combine protection des paysages, respect pour les espèces animales ou végétales, et aménagement raisonné de l'espace.
      Heirs of the German Naturphilosophie, Élisée Reclus (1830-1905) and George Perkins Marsh (1801-1882), who exchanged letters and cited each other's publications. In the mid XIXth Century they denounced the destruction of nature caused by human activities. However, their conceptions about the relationship between nature and society soon diverged. Their correspondence (1868-1871) stopped. An incompatibility emerged between the anarchist Reclus and the ambassador Marsh, Whig and Calvinist puritan. The metaphysical vision of nature held by Marsh, developing steadily in the successive editions of his Man and Nature after 1864, did not fit in with the secular ethics and practical aesthetic of Reclus.Both men shared a common utilitarian concept of nature (to use nature for its resources and for contemplation). But the anthropocentrism of Marsh does not go beyond the superiority accorded to God. Within his social anarchism, that promoted a sharing of the benefits coming from progress towards all people, Reclus combined protection of landscape, respect for animal or plant species, and rationalized management of space and environments.Marsh, supporter of the State, which is the transcendental political form corresponding to monotheist religion symbolized by Calvinist puritanism, can be praised by present green parties, but not Reclus who is atheist, non-statist and supporter of social revolution.
