Alors que la multiplication d'acteurs impliqués dans le champ des politiques de santé publique érode la capacité d'action autonome de l'État, la territorialisation figure au titre des méthodes d'intervention qu'il privilégie désormais pour assurer la construction collective de l'action publique. Dans le cadre de l'opérationnalisation du Programme national nutrition santé (PNNS), le préfet de Région se voit ainsi confier la mission d'organiser le pilotage d'un partenariat multiniveaux avec les intervenants publics et privés intéressés par ce champ. Parce que l'exigence de coopération ne va jamais de soi, l'enjeu est d'apprécier les effets que produit le recours à ces participants dans la mise en œuvre de ce programme. En examinant ces modalités complexes de coproduction de l'action publique, il s'agit plus globalement de participer aux débats sur l'analyse des recompositions des modes d'intervention de l'État. Preventive public health policies put to the test by territorialisation: the obscure regional governance of the National Programme on Nutrition and Health in Aquitaine. The proliferation of players involved in the field of public health policy is reducing the capacity for autonomous action by the State. Territorial intervention is one of the favoured strategies now put forward by the State to implement the construction of collective public action. As part of the operationalisation of the National Health and Nutrition Programme (PNNS), the Prefect of the region is therefore now in charge of organizing and implementing a multilevel partnership among public and private stakeholders concerned with this matter. Since a request for cooperation is never self-evident, what is at stake is the assessment of the effects the use of such participants have in the implementation of this programme. By examining these complex modalities of co-production of public action, the aim is to participate in discussions on the analysis of reconstructions of patterns of State intervention.
