La recherche présentée se focalise sur les étapes de fabrication d'un Contrat local de santé entre l'Agence régionale de santé et des collectivités territoriales en région Midi-Pyrénées (France). À partir d'une socio-ethnographie de l'action publique en train de se faire, sont analysés les jeux d'acteurs, les tensions et les modalités de négociations qui rythment chemin faisant la construction des accords et compromis entre les différents signataires. Nous montrons que cet instrument contractuel constitue un terreau de tensions et de résistances, de négociations et de compromis sur de nombreux points : tant sur le diagnostic sanitaire du territoire et la pertinence du périmètre choisi que sur ses contenus et ses modalités de gouvernance territoriale. Building up an “experimental” health local contract: negotiations and compromise under stress Our work investigates the different stages of construction of a local contract between the Health Regional Agency and territorial collectivities in the Midi-Pyrénées Region (France). This ethnographic study of public action in real time analyzes the interplay of the actors, the tensions and the negotiations that have contributed to an eventual agreement and compromise between the partners. This contract constitutes a terrain fertile to tension and resistance, negotiation and compromise on numerous points, from the sanitary diagnostic of the territory, to the selected perimeter for action or to territorial governance.
