    Dans cet article, Abdullahi An-Na'im replace le discours sur l'islam, l'État et le politique dans le contexte postcolonial. En effet, l'auteur défend le droit des islamistes à poursuivre leur quête d'un État indépendant, de facture endogène, qui en finirait avec les séquelles de la colonisation, à partir du moment qu'il y a de leur part un véritable engagement à la gouvernance constitutionnelle démocratique, au nom de l'autodétermination. Or, le philosophe soudanais rappelle également que la religion a toujours été invoquée pour légitimer le pouvoir politique, et cela dans toute religion. Ce sont les dangers que pose cette instrumentalisation qui doivent préoccuper actuellement.
    The Sharia and the State
    Abdullahi Al-Na'im reframes the discourse on Islam, the State and politics in the post-colonial context. Essentially, the author defends the right of Islamists to pursue an independent, more endogenous, State project that does away with the residues of colonialism – but only if they show a true commitment to constitutional democratic governance, in the name of self-determination. The Sudanese philosopher recalls as well the fact that religion has always been invoked to legitimize political power, and that this is the case in any religion. These dangers are inherent in the use of religion for political ends, and must be of current concern.

    Ce petit essai vise d'abord à contester la mauvaise façon endémique de poser la question du « monde arabo-musulman méditerranéen ». Il propose ensuite une réflexion sur la nature même du phénomène religieux, y compris la charia, et de sa constitution en facteur explicatif du devenir de ce monde. Enfin, il insiste sur le fait que parler en termes de révolution et d'illusion n'est avantageux qu'à la condition d'être engagé dans une démarche de production militante d'un maître-récit global visant à imposer une lecture de l'histoire plutôt qu'à décrire ce que l'histoire donne à voir.
    Against Historical Determinism, with Regard to Islam as to Anything Else
    This short essay aims first at challenging the endemic bad phrasing of the question of the “Mediterranean Arab Muslim world”. Second, it proposes a reflection on the nature of the religious phenomenon, including the Sharia, and its use to explain the future of the Muslim world. Third, it underlies the fact that speaking in terms of revolution and illusion is advantageous only if one is engaged in an advocacy enterprise of producing a global master-narrative which seeks to impose a specific reading of history, instead of describing what history offers to see.
  • Les révolutions arabes et leur devenir. Les cas paradigmatiques de l'Égypte et de la Tunisie - Farhad Khosrokhavar p. 31-45 accès réservé avec résumé avec résumé en anglais avec indexation
    La Tunisie et l'Égypte ont été le théâtre des deux révolutions arabes majeures qui réussirent à renverser les gouvernements autocratiques dans un espace de temps extrêmement court : 28 jours en Tunisie et 18 jours en Égypte. En dépit de l'effet d'imitation exercé sur les autres sociétés arabes, ces deux soulèvements présentaient des différences majeures. La Révolution tunisienne a abouti à l'élaboration d'une constitution laïque et le processus démocratique s'est enchaîné non sans succès. La Révolution égyptienne a résulté en de longues périodes de violence ininterrompue qui a abouti au coup d'État militaire et à la fin du processus de démocratisation. Ces deux cas paradigmatiques soulèvent la question des contextes nationaux spécifiques ainsi que l'histoire de ces sociétés et la manière dont la violence est traitée en leur sein.
    The Arab Revolution in the making : the paradigmatic cases of Egypt and Tunisia
    The two major Arab Revolutions that succeeded in overthrowing the autocratic governments in a short span of time were the Tunisian (28 days) and the Egyptian (18 days). In spite of the copycat effect they exerted on the other societies, these two uprisings were different in many respects. The Tunisian Revolution ended up in a new secular constitution and the democratization process went on rather successfully. The Egyptian Revolution entailed periods of uninterrupted violence that resulted in a military coup and the end of the democratization process. These two paradigmatic cases raise the question of the specific national contexts and history and the way violence is tackled in each society.
  • Entre État et Religion : repenser la société civile et l'État civil depuis les révoltes arabes - Benoît Challand p. 47-59 accès réservé avec résumé avec résumé en anglais avec indexation
    Cet article est une réflexion sur le moment historique des premiers mois de 2011 qui fait entrevoir, derrière le mouvement social révolutionnaire l'esquisse endogène d'une société civile émergente réclamant un État civil. L'auteur revisite le concept de « société civile » – au-delà des formes structurées ou institutionnalisées attendues que sont les ONGs soutenues par l'aide internationale – pour l'étendre à des formes plus spontanées (le cercle familial) ou informelles (la sphère religieuse). Il est ainsi possible de voir le jeu complexe du religieux, notamment dans l'agir collectif. Enfin, l'article défend l'idée que l'État civil peut être une solution pratique et interne susceptible d'articuler une relation constructive entre religion et politique.
    Between state and religion : Rethinking civil sociey and civil state after the Arab revolts
    This article is a reflection on the historical moment of the first months of 2011 that catches a glimpse, behind the revolutionary social movement, of the endogenous framework of an emerging civil society calling for a civil state. The author revisits the concept of “civil society” – beyond the structured or institutionalized forms of NGOs supported by international aid – to extend it to more spontaneous or informal forms (the family circle, the religious sphere). It is then possible to see the complex role of religion particularly in the collective action. Finally, the article defends the idea that a civil state can be a practical and endogenous solution apt to articulate a constructive relationship between religion and politics.

    Cet article analyse la relation entre les différents pouvoirs en Libye et la religion depuis le XIXe siècle et plus particulièrement depuis l'insurrection de 2011. Comme la Libye a toujours été l'un des pays les plus conservateurs d'Afrique du Nord, le conflit libyen ne saurait se résumer à une confrontation entre un courant « libéral » et un autre « islamiste ». Ce n'est pas tant la question religieuse qui divise l'élite libyenne, mais plutôt la lutte pour le pouvoir.
    Islam and Politics in Contemporary Libya
    This article analyses the relation between the diverse contending powers within Libya and religion since the 19th century, in particular since the 2011 uprising. Since Libya has always been one of the most conservative countries in North Africa, the current Libyan conflict should not be subsumed into a mere confrontation between “liberal” and “Islamist” movements. In fact, the religious issue is not the cause of disagreement within the Libyan elite but rather a struggle for power.

    Au cœur du projet de modernisation de la Turquie, la laïcité revêtait une forme autoritaire et irrespectueuse de la liberté et de la diversité religieuse. Toutefois, cette laïcité liberticide a progressivement perdu en rigidité au fur et à mesure de la lente démocratisation des institutions aux lendemains de la Seconde Guerre mondiale, et plus récemment entre 1990 et 2000 quand le pays négociait son adhésion à l'Union Européenne. L'actuelle équipe au pouvoir, l'AKP, et son allié de longue date le mouvement Hizmet de Fethullah Gülen, ont joué un rôle crucial dans la libéralisation de la laïcité turque. Or, depuis 2011, l'AKP a plus qu'affermi son exercice du pouvoir et le mouvement de réforme de la laïcité semble menacé. Désormais en rupture avec le mouvement de Gülen, l'AKP veut en finir avec le sécularisme neutre de l'État au profit d'une plus forte et plus ouverte coloration religieuse.
    Recent Developments of the Secularism in Turkey
    At the heart of Turkey's modernization, secularism was enforced with much authoritarianism and disrespect of people's religious freedom and diversity. However, this illiberal secularism progressively weakened in the slow institutional democratization process that started after Second World War and accelerated in the 1990s and 2000s, when the country sought to join the EU. The present political force in power, the AKP with the informal help of his longtime ally, the Hizmet movement of Fethullah Gülen played a major role in the liberalization of Turkish secularism. Yet, since 2011 the AKP rules with more authoritarianism than ever and the liberalization of secularism is at jeopardy. Now that the AKP broke with the Gülen movement, they want to put an end to the neutral State secularism for the benefit of a more religious society.

    Présentée comme un pur produit de la culture occidentale, la sécularisation – entendue aussi bien en tant que transfert des règles théologiques vers le domaine politique qu'en tant que refoulement progressif du religieux dans la sphère privée – est souvent décrite comme un processus antinomique avec les principes religieux de l'Islam, voire comme une négation de ses expériences humaines et civilisationnelles. Cette thèse qui s'est développée au XXe siècle dans les courants de pensée se réclamant de l'islamisme engage des recherches sur la spécificité politique de l'Islam et sur la prétendue identité exclusive à travers laquelle on saisirait les concepts d'État, de constitution ou de souveraineté au sein de cette culture. A rebours de cette thèse, l'article cherche à attirer l'attention sur la présence d'une forte tradition séculière en terre d'Islam, et s'appuie sur quelques figures majeures de la pensée religieuse et politique afin de montrer l'existence d'une approche problématisée des « faits religieux ». Il invite aussi à suivre les traces d'une forte réflexion critique portant sur la tolérance et l'intolérance, le fanatisme et les possibilités du vivre-ensemble ou encore sur les rapports, souvent conflictuels, entre la religion et la politique.
    Thoughts on secularization during the first centuries of Islam
    Presented as a pure outcome of the Western culture, secularization – understood as a transfer of theological rules to the political field and as a progressive limitation of the Religious to the private sphere – is often described as a process which is at odds with the religious principles of Islam, and can even be considered as a denial of its human and civilizational experiences. This thesis which has been developed during the 20th century in schools of thought that claim to be ‘Islamist' involve researches on the political specificity of Islam and the so called exclusive identity through which we would apprehend within this culture the concepts of State, of Constitution or of Sovereignty. Against this thesis, the article seeks to draw attention on the presence of a strong secular tradition in Islam and relies on some major figures of the religious and political thought in order to show the existence of a problematized approach of ‘religious facts'. This contribution also invites to follow the tracks of a strong critical reflection on tolerance and intolerance, on fanaticism, on the possibilities of ‘living together' or on the (often conflictual) relationships between Religion and Politics.

    Hassan Hanafi comprend l'islam fondamentaliste comme une réaction historique à des circonstances particulières. Ainsi l'islam politique ne serait pas un choix mais le seul refuge qui soit disponible. C'est pourquoi, l'intellectuel égyptien appelle à une alternative post-fondamentaliste. L'islam post-fondamentaliste serait une vision progressiste, rationnelle, historique et humaine, basée sur les principes de la charia, et surtout endogène. C'est dans la création de cette alternative née dans son propre terreau que serait l'un des grands défis de l'intellectuel arabo-musulman.
    Philosophy of a post-fundamentalist Islam
    Hassan Hanafi understands Islamic fundamentalism as a historical reaction to particular circumstances. He thus sees political Islam not as a choice but as the only available refuge. That is why the Egyptian intellectual calls for a post-fundamentalist alternative. The post-fundamentalist Islam is a progressive, rational, historical and human vision, actually an endogenous one, based on the principles of the Sharia. It is in the creation of this alternative, derived from its same roots, that lies one of the great challenges for the Arab-Muslim intellectuals.

    Mohammad Shahrour appelle à une relecture contemporaine du Coran afin de résoudre les problèmes actuels auxquels le monde arabo-musulman est confronté. Selon lui, l'état de nos connaissances actuel doit être à la base de cette relecture. En effet, Dieu a fait l'homme libre et raisonnable, lui laissant la responsabilité d'adapter ses lois, tout en respectant les limites qu'il a imposées. La connaissance est donc un des enjeux actuels car sans connaissance, il n'y a pas de choix et là où il n'y a pas de choix, il n'y a pas de liberté.
    Religion and Power
    Mohammad Shahrour calls for a contemporary reading of the Koran in order to solve the problems the Muslim world is currently facing. According to him, the contemporary knowledge has to be the basis for this re-reading. God created men free and rational and left them the responsibility to adapt His laws, while maintaining respect for the limits He has declared. Knowledge is hence one of the prevailing challenges : without knowledge, there is no choice, and in the absence of choice, there can be no freedom.

    Jamal Al-Banna, décédé en 2013, a appelé depuis 1946 au renouveau de l'islam. Il appelait à un retour à un islam coranique face à ce qu'il considérait comme un islam des clercs, des salafistes. Ainsi, il encourage l'homme à faire usage de sa raison. En effet, loin de pouvoir se limiter à imiter ou suivre, l'homme devrait engager une part de lui-même dans la compréhension du message, car l'islam, comme religion et communauté, met tout croyant face à sa responsabilité. Seul un tel islam serait un appel à la libération.
    The Koran is essentially guidance
    Jamal Al-Banna, who died in 2013, has called for a resurgence of Islam since 1946. He demanded a return to Koranic Islam in the face of what he saw as an Islam of clerics and Salafis. Through this, he urged men to think for themselves. Indeed, far from being able to limit himself to only imitate or follow, men should engage a part of themselves in the understanding of the message. Islam, both as a religion and as a community, requests every believer to face his responsibility. Only this form of Islam can be an appeal for liberation.

    L'explication du Coran passe par diverses herméneutiques, autant d'interprétations du texte. C'est la formation de ces cercles herméneutiques complexes qui limite l'accès au sens du Coran. L'auteur propose une méthodologie sémantique dite non-herméneutique par analyse séquentielle appliquée au Coran (ou A.L.C.) : analyse littérale du Coran. Cet algorithme littéral a pour objectif de réduire les sens coraniques possibles de manière non spéculative ou interprétative.
