    • Américanisation du monde ou mondialisation de l'Amérique ? - Jean-Marie Guéhenno p. 7-20 accès libre avec résumé avec résumé en anglais avec indexation
      Pour Jean-Marie Guéhenno, la mondialisation marque le triomphe durable de l'Amérique. Le processus de globalisation est en fait une « américanisation du monde », c'est-à-dire une extension à l'échelle de la planète du « rêve américain ». Or, autant les Américains apprécient la mondialisation, autant celle-ci est rejetée par toutes les sociétés où la mémoire, plutôt que le contrat, est le fondement de l'identité et de la cohésion sociale. Les Etats- Unis ont donc de plus en plus de difficultés à faire passer leurs vues, d'autant que leur politique étrangère apparaît fragmentée. Selon l'auteur toutefois, les Européens, dans la mesure où ils s'efforcent de « réconcilier le contrat avec la mémoire », ont un rôle particulier à jouer aux côtés des Américains si l'on veut que la mondialisation n'aboutisse pas à des crispations identitaires et à la formation d'un monde divisé.
      Americanization of the World or Globalization of America ?, by Jean-Marie Guéhenno American power is founded primarily on a model of civilization, which prompts a comparison between Americanization and globalization : the latter is not felt to be a threat by the Americans who, on the contrary, consider it an extension on a global scale of the best of their political experience. This perception is shared by a significant section of the élites in developing countries, for whom it mingles with an "American model" of individual economie success. But this Americanization/globalization is also a severe shock to historical, memory-based communities and it is fragmenting socie-ties, making the work of political - including American — leaders more difficult. The Europeans, who are close to the Americans but more sensitive to the importance of memory-based communities, have a décisive role to play alongside the United States if globalization is to be enshrined in institutions that will give it legitimacy.

      Françoise de La Serre revient ici sur le concept, désormais intégré dans le traité d'Amsterdam, de coopération renforcée. La possibilité d'une intégration différenciée y est certes reconnue pour la première fois, mais entourée de nombreux garde-fous. Par ailleurs, elle ne concerne ni la PESC, ni l'élargissement alors qu'initialement ceux-ci devaient être son domaine d'affiliation privilégiée. Selon l'auteur, la coopération renforcée demande donc à être repensée et précisée car elle n'offre pour l'instant aucune perspective réelle à ceux qui voudraient aller plus vite et plus loin sur la voie de l'intégration.
      One Europe or Several?, by Françoise de La Serre What is the purpose of the "closer cooperation" introduced by the Treaty of Amsterdam? Not easy to put into practice when it does exist, lacking in the CFSP and inappropriate for expansion, closer cooperation remains in its infancy. It is as if the Union of Fifteen had contented themselves with posing — without wishing to solve — a problem that will soon be inescapable: that of the vanguard countries which will lead to an expanded Union.

      Gilles Andréani considère que l'on assiste depuis 1997 à un « rebond européen » après la période de désenchantement vis-à-vis de la construction européenne qui a suivi le traité de Maastricht. Pour lui, ceci est notamment la conséquence du succès de l'euro et des avancées en matière de défense européenne. Cependant, cette embellie pourrait n'être qu'éphémère, d'autant que l'heure est au réalisme et au « rétrécissement de l'"esprit communautaire" ». Pour que cette tendance se confirme, l'Europe doit donc, selon l'auteur, assumer de nouvelles responsabilités qui sont à la fois gouvernementales, en raison des implications politiques de la troisième phase de l'UEM, et extérieures, compte tenu des nombreuses questions régionales et internationales qui s'imposent à elle.
      The European Rebound, by Gilles Andréani Europe appears to have emerged from a long period of depression that started with the Treaty of Maastricht and resulted in public opinion being disillusioned about the building of Europe from 1991 to 1996. Now this trend seems to have been reversed for about two years now in the wake of the successful launch of the euro and the "return of the political aspect" in connection with the consequences of the single currency and the revival of the debate about European defence. If this trend is to be Consolidated at a time when "eurorealism" is tending to become prédominant, the EU should take up the challenges of governmental responsibility and those thrown down by the outside world.

      Pour Willem Buiter, en dépit d'un démarrage délicat, du risque de mise en cause de la légitimité d'une Banque centrale européenne peu transparente et peu responsable, et d'une difficile coordination des politiques monétaire et budgétaire en Europe, l'Union économique et monétaire sera un succès. Le Royaume-Uni va rejoindre la zone euro d'ici 2003, voire avant. L'incertitude ne réside que sur la date de cette adhésion car les obstacles internes sont plutôt faibles alors que les coûts de la non-adhésion, en termes à la fois politiques et économiques, sont relativement élevés. Selon lui, s'il ne veut pas rester « sur la touche », le Royaume-Uni doit savoir « où se trouve son destin ».
      Britain and EMU, by Willem Buiter The only real threats to the success and survival of EMU are the perception that the ECB lacks legitimacy. Lack of openness, transparency and accountability are built into the laws and operating procedures of the ECB. In a democratic polity, accountability is a prerequisite for the survival of Central Bank independence. Monetary union involves a transfer of national sovereignty to the supranational centre. The legitimacy of this transfer will depend on the effectiveness with which the European Parliament will exercise its constitutional duty of calling the ECB to account. The UK will join EMU as soon as the UK government can jump the hurdles to membership that it is, regrettably set for itself. There are costs both to the UK and to the current Euroland members of the UK not being an EMU member from the start.

      Michael Mertes revient ici sur le débat qui agite actuellement l'Allemagne sur la Berliner Republik, à l'approche du déménagement du Parlement et du gouvernement de Bonn à Berlin et à la suite de l'arrivée au pouvoir d'un nouveau gouvernement de coalition qui en fait l'un de ses chevaux de bataille. Selon lui, la stratégie employée par le gouvernement Schröder vise à établir une hégémonie culturelle en démontrant que la République de Berlin se distingue nettement de celle de Bonn. Il considère au contraire que les éléments de continuité en matière de politique intérieure et de politique étrangère prévalent et que l'Allemagne ne sera pas une nation « normale » tant qu'elle n'aura pas réglé la question de son identité nationale et de sa « mémoire divisée ».
      Berlin Republic?, by Michael Mertes The Berlin Republic — a new expression in vogue since Chancellor Schröder's general policy statement - appears to be a semantic strategy aimed at gaining cultural hegemony and heralding an era of social-democratic domination in Germany. It suggests discontinuity and a return to "normality" for Germany after the interlude of the "Bonn Republic". Now this is dangerous and does not take account of the many German traditions in domestic and foreign policy. If the country is to return to "normality", the Germans must accept themselves as a nation and settle the issue of their past and their "divided memory".

      Hans-Georg Ehrhart analyse ici en quoi l'alternance qui a porté au pouvoir des coalitions aux couleurs politiques proches en France et en Allemagne a une incidence sur les relations franco-allemandes, en particulier sur le plan stratégique. Même si des divergences persistent, les points de vue des deux pays tendent cependant à converger notamment sur la construction européenne et sur la sécurité du Vieux Continent.
      Paris and Bonn/Berlin After the Change of Power: Continuity or Renewal?, by Hans-Georg Ehrhart The German voters decided with unexpected clarity last September that the so-called "Berliner Republik" should become red-green at first. Given the election victory of Lionel Jospin in 1997 and the ideological similarities bet-ween the two coalition governments, is there now a chance of a really common Franco-German approach in European and international affairs? An analysis of the coalition treaty of the German Social Democrats (SPD) and the Bündnis 90/Die Grünen shows that notwithstanding some differences both governments have a great deal in common. The new German government is prepared to significantly strengthen the European intégration process. This opens a new perspective for Europe which could become more social, more federal and more empowered. The assumption of the EU presi-dency in January 1999 provides Germany with the opportunity to prove its words by deeds.

      Christoph Nesshöver compare ici les politiques menées par l'Allemagne et la France à l'égard de la Chine depuis les événements de Tiananmen. Après une courte période où l'accent fut mis sur les droits de l'homme sous la pression des opinions, ce sont les considérations économiques et commerciales qui l'ont emporté dans les rapports des deux pays avec Pékin. Il note cependant des divergences entre les approches française et allemande, notamment avec la présidence Chirac, qui sont l'expression de visions différentes de la politique étrangère et du rôle que doit jouer l'Europe dans le monde. Pour lui, ceci risque d'être préjudiciable pour la définition d'une véritable politique extérieure européenne.
      Bonn and Paris's Relations With Beijing (1989-1997): Towards a Common Strategy?, by Christoph Nesshöver The article compares the policies of Germany and France towards the People's Republic of China since the repression of the Chinese students' movement in Tiananmen Square in 1989. The author examines the changing relationship between economic and commercial interests on the one hand and human rights concerns on the other. In the case of both Germany and France, a continuous and substantial shift from value-oriented policy focussing on human rights towards a mainly economically driven China policy can be detected in the 1990s with France gradually copying German's political reserve towards Beijing for the sake of securing major business deals. Taking China as an example, the widespread criticism of ageneral "mercantilisation" of Western foreign policy appears to be justified. The prospect of a more coordinated Franco-German (and thus European) China policy appears rather remote in the near future.

      Dans ce texte écrit en février 1998, Jean-Pierre Cot présente et étudie le rapport final de la commission internationale présidée par Lord Carrington sur les meilleurs moyens de mettre en œuvre les décisions du Conseil de sécurité dans le cadre du chapitre VII de la Charte des Nations. Ses conclusions et ses propositions de réformes visant à renforcer la sécurité collective prennent une teneur toute particulière après la nouvelle crise de décembre 1998 au cours de laquelle les États-Unis et le Royaume-Uni ont procédé de manière unilatérale à des frappes aériennes sur l'Irak sans s'appuyer sur une résolution du Conseil de sécurité qui aurait préconisé un recours à la force, action qui a relancé le débat sur la nécessité, ou pas, d'une résolution du Conseil préalable à toute intervention militaire.
      The Carrington Report on Implementation of Security Council Décisions, by Jean-Pierre Cot The report submitted by the Carrington Commission examines the weak-nesses of the machinery for implementing the Security Council resolutions taken under chapter VII of the United Nations Charter (sanctions and use of force) and the means of resolving them. There is a dilemma about the implementation of the Council's decisions. It lies in the fact that the latter decides on the mandate for collective action but that in the absence of a standing army, its execution is the responsibility of the Member States. In order to enhance collective security and thus prevent and increase in the number of unilateral interventions, the report advises, first, that priority be given to preventive measures by using force only as a last resort; and secondly, that primacy be given to the Council and the multilateral action capabilities deployed under its authority.
    • L'ASEAN a-t-elle encore un rôle ? - Tommy Koh, Benoît Kremer p. 127-132 accès libre avec résumé avec résumé en anglais avec indexation
      Tommy Koh se demande si l'ASEANsurvivra à la crise quelle traverse actuellement en raison des difficultés économiques et sociales de ses membres depuis juillet 1997. Analysant le déroulement et les conclusions du sommet de Hanoi de décembre 1998 qui, pour l'auteur, a été un succès, il se montre plutôt rassurant sur son avenir, en particulier du fait que les dirigeants ont réaffirmé leur engagement en faveur de l'ouverture et des réformes. Il souhaite que l'ASEAN se renforce en s'inspirant notamment de l'expérience, pourtant si décriée il n'y a pas si longtemps en Asie, de l'Union européenne afin que les pays du Sud-Est asiatique puissent, en particulier, être en mesure de sortir de la crise et de s'adapter à la mondialisation.
      Is ASEAN Dead or Alive?, by Tommy Koh Since the collapse of the Thai Baht in July 1997, the economies of ASEAN have fallen into recession or low growth. Bilateral tensions have arisen between some ASEAN countries. This is not, however, the first time ASEAN has faced a crisis. The ASEAN Summit in Hanoi in December 1998 was a successful one. ASEAN will, again, counfound its critics and emerge stronger than ever from this crisis.
