  L'article étudie la problématique récente d'exportation du concept de société civile en Asie centrale et, en particulier, le rôle joué par les ONG actives dans la région. Il examine l'articulation entre le paradigme occidental de société civile et les sociétés existantes et analyse les principales théories existantes à ce propos. Il termine par une description de l'interaction entre aide humanitaire et société civile en Afghanistan.

  Central Asia: civil society under debate. The article studies the recent issue of exporting the concept of civil society to Central Asia and, in particular, the role played by NGOs working in the region. It examines the relationship between the western paradigm of civil society and existing societies and analyses the main theories which exist on this subject. It ends with a description of the interaction between humanitarian aid and the civil society in Afghanistan.

  Conséquence des politiques d'ouverture programmées depuis un quart de siècle, le langage politique arabe a intégré l'idée de société civile sans pour autant lui donner une forte consistance. L'expérience de l'application des accords d'Oslo a donné à la société palestinienne l'occasion de consolider les institutions civiles qui lui avaient permis, dans l'exil et pendant la première Intifada, de pallier l'absence de pouvoir politique institué et d'organiser le pluralisme. En dépit de la faillite du processus d'Oslo, la question est de savoir si ces conditions particulières ont facilité la construction d'un espace public promoteur de civilité et susceptible de fonder des différenciations politiquement créatrices.

  The Palestinian experience of Oslo ( 1994-2000): the rhythm and syncopation of civil expression. As a consequence of the policies of openness which have been organised over the past twenty-five years, the Arabic political language has integrated the notion of civil society without however giving it any extensive substance. The experience of the application of the Oslo agreements gave the Palestinian society the opportunity to consolidate the civil institutions which had permitted it, in exile and during the first Intifada, to make up for the absence of instituted political power and to organise pluralism. Despite the bankruptcy of the Oslo process, the question here is whether these particular conditions facilitated the construction of a public space which promotes civility and is likely to establish politically creative differentiations.

  Depuis 1998, l'Indonésie rejette l'autoritarisme de naguère et tente un essai de démocratisation. Dans cette phase critique, l'introduction du concept de société civile vise à stimuler le changement face à l'État et au marché. L'examen de cette vision stratégique révèle la faiblesse de la société civile tant comme outil analytique que comme groupe social moteur.

  At grass roots level: the misfortunes of the civil society in Indonesia. Since the fall of General Soeharto in May 1998, Indonesia has been undergoing political transition: the archipelago is rejecting past authoritarianism and is attempting to move towards democratisation. In this critical phase, the introduction of the concept of civil society is aiming to stimulate the change, in the face of the State and the market. The examination of this formula and this strategic vision reveals the fragility of the civil society both as an analytical tool and a driving social group.

  De nombreux travaux récusent la notion de société civile dans l'étude des sociétés africaines, trahissant une forme d'ethnocentrisme épistémologique. Au-delà de la discussion théorique portant sur les mérites et les limites du concept même, les données empiriques disponibles attestent de façon croissante d'une réalité qu'il faut bien analyser. Le rôle de la société civile zimbabwéenne dans la construction d'une opposition démocratique crédible au régime de Robert Mugabe en fournit une illustration exemplaire.

  The role of the civil society in the emergence of a democratic opposition. The case of Zimbabwe. Many works bear witness to the notion of civil society in the study of African societies, revealing a form of epistemological ethnocentrism. Beyond the theoretical discussion bearing on the merits and limitations of the concept itself, the available empirical data increasingly demonstrates a reality which is well worth analysing. The role of the Zimbabwean civil society in the construction of a credible democratic opposition to Robert Mugabe's regime provides an exemplary illustration of this.
