    political judgments for a long time, reducing them to an often one-dimensional construction. This article reconsiders what this work has brought, with a question that acts as the main idea : how can a political experience become a symbol and thus an agent of socialization in and of itself ? In the last few years, stimulating answers have been given to this question, at the inter­section of the problematics, concepts and stakes for each of the major study traditions that orga­nize the understanding of political socialization. This leads to an invitation to widen the usual definition of political socialization so as to better understand the way in which the junction between political events and the formation of attitudes occurs.
    While it has been recognized for a long time that there are many vectors of socialization that go towards the shaping of systems of political representations, the political event has also been neglected for a long time. That shows the limits of the methodologies derived from behavioral psychology and learning theory. It remains that this has proved an obstacle to the forming of

    À partir de plusieurs vagues d'enquêtes par entretiens approfondis, cet article s'efforce de mon­trer ce que le rapport au politique, notamment l'investissement dans les objets politiques et les préférences que l'on peut avoir ou ne pas avoir dans ces domaines, doivent aux diverses socia­lisations constitutives de l'expérience du monde social d'un individu. Il exemplifie la manière dont chacun s'appuie sur des visions et valorisations du monde élaborées à travers son histoire sociale personnelle pour appréhender les questions politiques. Au-delà de la description des instruments cognitifs mobilisés dans des situations, il s'agit d'expliquer les conditions de l'adhésion aux représentations et les facteurs de l'activation de leurs ressources cognitives. Ce travail est aussi l'occasion d'élargir les problématiques des travaux touchant à la socialisation politique et de questionner certains de leurs résultats. L'enjeu théorique est de dépasser les dualismes ? explication versus compréhension, objectivisme et subjectivisme, déterminisme et liberté, intérêts et croyances, holisme et individualisme, méthodes quantitatives et qualitatives ? qui structurent et bornent trop souvent les recherches des sciences sociales.
    Using several series of in depth interviews, this article shows what the relationship to politics, particularly the investment in political objects and one's preferences in these areas, owe to the various socializations that make up the experience of the social world of an individual. It exem­plifies how people depend on visions and outlooks of the world worked out through their personal social history to grasp political questions. Beyond describing the cognitive instru­ments mobilized in these situations, there is the question of explaining the conditions for accep­ting these representations and the factors of the activation of their cognitive resources. This is also the opportunity to widen the problematics of researches touching upon political socializa­tion and to question some of their results. The theoretical stake is to go beyond the dua­lisms ? explanation vs. comprehension, objectivism and subjectivism, determinism and liberty, interests and beliefs, holism and individualism, quantitative and qualitative methods - that too often structure and limit research in social sciences.
  • Socialisation religieuse et comportement électoral en France. L'affaire des « catéchismes augmentées » (19e-20e siècles) - Yves Déloye p. 179-199 accès libre avec résumé avec résumé en anglais avec indexation
    Les sources de cette enquête sont un ensemble de textes cléricaux (lettres pastorales, Semaines religieuses, catéchismes, prières, manuels de l'électeur catholique, presse, etc.) concourant à dessiner les frontières et le contenu de la citoyenneté telle que l'enseignent les catholiques fran­çais du 19e siècle à l'entre-deux-guerres. Il s'agit d'étudier les mécanismes sociaux de diffusion des normes civiques catholiques et d'apprécier les conditions culturelles et sociales de validité de celles-ci. Il s'agit aussi d'évaluer la contribution de l'Église catholique à la politisation de la société française, d'apprécier son concours à la définition d'un répertoire d'action politique en affinité avec l'éthique catholique, de retracer enfin l'évolution historique de ce travail de socialisation politique (tant primaire que secondaire). Ce travail d'inculcation d'une vision religieuse globale du monde social interdit pratiquement aux électeurs catholiques et à leur famille de percevoir l'espace politique comme un espace autonome. La religion est alors une affaire publique qui pénètre les différents domaines de la vie sociale. Ce faisant, l'Église cherche à invalider une vision du monde laïque et un mode de socialisation qui affirme la spé­cificité d'un espace politique désormais séparé de tout principe structurant de nature reli­gieuse. Les tentatives pour imposer des catégories spécifiquement politiques sont stigmatisées comme réductrices, plus encore, destructrices de la "personne humaine" comme l'Église entend la gouverner dans sa totalité.   • Connaissances politiques, compétence politique ? Enquête sur les performances cognitives des étudiants français - Michel Offerlé, Pierre Favre p. 201-232 accès libre avec résumé avec résumé en anglais avec indexation
    De quelles connaissances politiques disposent les étudiants des facultés de droit et des instituts d'études politiques au seuil de la première année de leurs études universitaires ? Pour le savoir, un questionnaire, à questions préformées et à questions ouvertes, a été administré à plus de dix mille étudiants français, dont4090 ont/ait l'objet d'une exploitation quantitative et qualitative. Une telle enquête ouvre à des interrogations pédagogiques, méthodologiques et sociologiques. Il s'agit en premier lieu de localiser les ignorances des étudiants et d'élucider les logiques de leurs erreurs, ce qui peut contribuer au débat sur la pratique de l'enseignement. Une enquête qui teste les connaissances, notamment sous forme de QCM (questionnaire à choix multiples), pose ensuite de considérables problèmes méthodologiques lorsqu'il s'agit de rendre compte de réponses qui peuvent être faites au hasard. Un modèle est proposé pour en évaluer les effets. Enfin, la capacité à produire des réponses justes peut être rapportée au statut social des parents des étudiants confrontés à un tel questionnaire. La recherche d'une mesure et l'analyse quali­tative des performances cognitives des étudiants s'inscrivent ainsi dans le champ aujourd'hui renouvelé des études de la compétence politique des acteurs sociaux.
    Political knowledge, political skills ? a survey on french students cognitive abilities How much do students studying law or at political science institutes know about politics at the beginning of their university studies ? To answer this question a questionnaire with preformed and open questions was sent to more than 10 000 French students out of which 4 090 were treated quantitatively and qualitatively. An inquiry like this opens the way for pedagogical, methodological and sociological questions. It makes it possible to identify the students ' weak points and to clarify the logic of their errors, which can contribute to the debate on the practice of teaching. A study that tests knowledge, particularly by MCQ, poses methodological problems when trying to take into account answers that could have been given at random. A model is sug­gested to assess its effects. Lastly, the ability to produce correct answers can be linked to the social status of the parents of the students faced with such a questionnaire. The search for a measure and the qualitative analysis of the cognitive performances of the students has its place in the updated field of studies dealing with political competence of the social actors.
  • Compétence et citoyenneté. Les pratiques sociales de civisme ordinaire au Chili ou les logiques de la compétence du citoyen - Alfredo Joignant p. 233-249 accès libre avec résumé avec résumé en anglais avec indexation
    En prenant en compte à la fois les pétitions de civisme que l'on retrouve dans les manuels d'his­toire et d'instruction civique publiés au Chili depuis une trentaine d'années, et ce que disent plusieurs dizaines de Chiliens de divers âges et origines sociales dans le cadre d'entretiens approfondis et de focus groups, l'auteur montre l'évolution, au Chili, de la figure du citoyen et le type de compétence qui en découle. C'est ainsi qu'au terme de cette recherche, il apparaît que la relation entre compétence (ou incompétence) et rapport au politique ne se laisse pas comprendre facilement, puisque certaines formes d'incompétence politique peuvent, malgré tout, se traduire dans des rapports « épisodiquement » politisés.
    By taking into account both the civism petitions found in history and civic instruction textbooks published in Chile in the last 30 years and what has been said by hundreds of Chiliens of all ages and social classes in serious interviews and focus groups, the author shows the develop­ment of the citizenship in Chile, and the resulting type of competence. Thus, at the end of this inquiry, the relation between competence (or incompetence) and relationship to politics can not be grasped easily since certain forms of political incompetence can in fact be seen in relations that are only politicized from time to time.

    • Les municipales de mars 2001 : vote récompense ou vote sanction ? Les réponses de l'analyse politico-économique - Véronique Jérôme-Speziari, Bruno Jérôme p. 251-272 accès libre avec résumé avec résumé en anglais avec indexation
      L'étude des élections municipales en France a rarement conduit à l'utilisation conjointe de détermi­nants politico-stratégiques et de variables économiques. La permanence du caractère unitaire du pays, en renforçant la spécificité des scrutins locaux, impose aussi de prendre la bonne mesure du degré d'autonomie dont jouissent les collectivités locales par rapport à l'État central. Les interac­tions politico-économiques locales n'ont jusqu'ici été envisagées que sous l'angle de la « manipulation » de l'économie par les décideurs publics, en occultant la réaction des citoyens-élec­teurs. Notre modèle (sur 236 villes déplus de 30 000 habitants pour lapériode 1989-1995) propose une explication politico-économique globale des municipales. Les facteurs explicatifs du vote pour l'équipe municipale sortante sont regroupés en trois blocs (« économie », « élections passées » et « stratégie et implantation électorales ») prenant en compte les interactions entre le local et le national. Les résultats de l'estimation économétrique donnent les facteurs qui influencent le vote en distinguant, ceux qui génèrent une prime électorale moyenne, de ceux qui infligent aux sonants un coût électoral moyen. Parmi les villes non prévues par la simulation de mars 2001, près d'une sur deux peut être correctement envisagée en intégrant les ruptures récentes avec la tendance de long terme, et les modifications dans l'implantation et l'usure des équipes sortantes. Globalement, le modèle fournit le bon résultat dans 198 cas sur 236. Sans trancher entre vote récompense et vote sanction, le vote de mars 2001 semble avoir été marqué par une certaine asymétrie du blâme.
      An analysis of the march 2001 french elections When explaining the municipal elections, politico-strategic determinants and economical variables have not been often simultaneously used. The permanent state of governmental cen­tralization in strengthening the specificity of local races require us to give the correct evalua­tion of the degree of decentralization. Former papers when studying local interactions between politics and economics were confined to the political business cycle of municipal economics, omitting the citizen-voter reaction. We are proposing here an empirical test for the French case using a municipal vote function and a pooled time series for the 236 communes over 30 000 people from the 1989-1995 elections years. Explanatory variables of the vote for the outgoing municipal teams are gathered into 3 units (« economics », « previous elections » and « strategy and electoral establishment") taking into account the interactions between local and national levels. The econometrical results fits well the factors acting upon the vote in telling, on average, the ones that generate an electoral bonus from the ones that give an electoral dement point to the outgoing municipal teams. Among the forecasting errors, one out of two communes can be correctly predicted incorporating first, breaks in the long run trends and second, changes in wearing effects of being in power or changes in established forces. As a whole, the political eco­nomy model performs well for 198 cases out of 236. But, since if it is not so obvious to conclude between punishment and reward hypothesis, we can assert that the 2001 vote has been marked by a real grievance asymmetry. _
    • La crise de la vache folle au Royaume-Uni. Quelques explications possibles - Ève Seguin p. 273-289 accès libre avec résumé avec résumé en anglais avec indexation
      Le présent article passe en revue les travaux de langue anglaise qui proposent une explication de la crise de l'ESB au Royaume-Uni. La première explication met l'accent sur le réseau de politiques agricole britannique qui réunit l'association nationale des agriculteurs et le ministère de l'agriculture. L'objectif principal de la communauté a été de protéger l'industrie du bœuf aux dépens de la santé publique. La deuxième explication met en évidence l'influence de la culture politique britannique sur la gestion du risque. Cette culture engendre une production et une utilisation de l'expertise qui ne permettaient pas une gestion adéquate de la crise. La troisième explication applique à la société britannique le concept de société du risque. Faute de prendre acte du nouveau profil de la science dans ce type societal, les autorités britanniques ont à tort traduit l'expertise scientifique qu'ils ont reçue en termes d'absolue sécurité du bœuf. En conclusion une approche alternative est esquissée. La déclaration britannique de mars 1996 établissant un lien entre l'ESB et la vMCJ est un événement politique et discursif dont les condi­tions de possibilité doivent être mises au jour. L'hypothèse proposée est que l'hégémonie du discours du prion dans la recherche sur les EST a rendu la transmis sibilité de l'ESB politiquement acceptable.
      The mad cow crisis in the united kingdom. Some possible explanations This paper reviews the anglophone social-scientific literature on BSE in the UK. Only those studies that offer a proper explanation of the crisis are covered. The first explanation focuses on the agricultural policy community comprised of the Ministry of Agriculture and the National Farmers Union. The aim of the community was to protect the beef industry at the expense of public health. The second explanation emphasizes the influence of political cultures on risk management. In Britain the production and use of expertise obeys a specific model which could not lead to an adequate management of the crisis. The third explanation applies to Britain the concept of risk society. Due to their failure to take account of the new characteristics of science in the risk society, British authorities wrongly took as an absolute certainty the scientific opi­nion that British beef was safe. In the final section of the paper an alternative approach for the analysis of BSE is outlined. The British government's March 1996 announcement established a causal link between BSE and vCJD. This announcement is to be treated as a political and dis­cursive event, and its conditions of possibility brought to light. It can be hypothesized that the hegemony of prion discourse in TSE research made the transmissibility of BSE to humans poli­tically acceptable.
    • Les figures du « Juste » et du résistant et l'évolution de la mémoire historique française de l'occupation - Sarah Gensburger p. 291-322 accès libre avec résumé avec résumé en anglais avec indexation
      L'article propose de renouveler l'analyse de la mémoire historique française de l'Occupation. Il met en évidence un processus d'institutionnalisation d'une nouvelle figure, celle du Juste parmi les nations devenu progressivement Juste de France. Cette évolution repose notamment sur un rapport complexe entre ce nouveau personnage mémoriel et celui, plus ancien, du Résis­tant. D'une part, cette mise en place s'appuie sur des modalités symboliques proches de celles utilisées pour les résistants. D'autre part, la figure du Juste de France remplit un rôle fonctionnel autrefois exclusivement dévolu à ces derniers. A travers son incorporation s'opère la réécriture d'une rhétorique dichotomique au sein d'un régime mémoriel renouvelé où une France-patrie des droits de l'homme remplace une France-nation et territoire. Ce constat conduit à l'analyse de la portée réconciliatrice d'une telle mémoire historique et de ses modalités. Celle-ci repose notamment sur les imbrications entre individuel et collectif au cœur des représentations dupasse. L'article incite enfin à un retour critique sur les travaux, des tenants du « paradigme de la mémoire stratégique ». Ainsi, à travers un cas empirique concret, l'auteur se livre-t-il à une réflexion conceptuelle et méthodologique sur la notion de mémoire et ses implications. Apparaît avec force la nécessité de dépasser les approches courantes des phéno­mènes de mémoire, souvent trop linéaires et unidimensionnelles.
      The article aims to throw new light on the analysis of French historical memory of the occupation. There is the institutionalization of a new figure, that of the righteous among nations becoming progressively the righteous of France. This development is based on complex relations between this new memorial character and the older one of the Resistant. On the one hand, this character is built on symbolic processes similar to those used for the Résistants, and on the other hand, the figure of the righteous of France fulfills a functional role that previously fell only to the latter. It is incor­porated through the rewriting of a dichotomic rhetoric within a renewed memorial regime in which a France - land of Human Rights replaces a France-Nation and Territory. This observa­tion leads to the analysis of the reconciliatory scope of such a historic memory and its methods. It is based in particular on the intertwining between the individual and the group within the repre­sentations of the past. It fosters a critical review of the work of those who defend the «paradigm of strategic memory ». Thus, through a concrete empiric case, the author deals with a conceptual and methodological thinking on the notion of memory and its implications. It is essential to go beyond the common approaches of the phenomena of memory, all too often linear and one-dimensional.
